A Pathway to Prosperity and Self-Determination by Supporting Investments in Major Projects
The Canada Indigenous Loan Guarantee Corporation manages the $10-billion federal Indigenous Loan Guarantee Program, which supports Indigenous groups in acquiring equity ownership in major projects.
Major projects are defined as large-scale or capital-intensive initiatives that involve the development, construction, or acquisition of significant in situ physical assets. They should derive their revenue and cash flow primarily from the operation, leasing, or commercial use of those assets over time.
A major project may be at the advanced planning stage with development or construction expected to begin in the near future, under development or construction, or an operational asset that was considered a major project when it was built. The acquisition of a major project may include an operating business.
Eligible major projects may exist or be developed in any industry sector (other than gaming).
Providing Access to Capital to Unlock Opportunities
Facilitating access to affordable capital is a proven way to ensure that Indigenous communities can benefit from local economic opportunities on their own terms. By providing Indigenous groups access to affordable capital, the program is a key economic reconciliation measure that will make sure we all benefit from Canada’s prosperity.
The Canada Indigenous Loan Guarantee Corporation can provide loan guarantees between $20 million and $1 billion.
Our first loan guarantee was announced in May 2025 for $400 million of a $736-million investment by 38 First Nations in British Columbia for a 12.5% stake in a natural gas pipeline system.
